OFFICE OF THE PRESIDENT OF THE SENATE

The President of the Senate is the Principal Presiding Officer of the Senate and is elected by the Senate by secret ballot at the first sitting after a general election. The election for the President of the Senate is conducted by the Clerk of Parliament under the supervision of the Zimbabwe Electoral Commission. To qualify for election as President of the Senate, a person should have been a Senator before or qualify to be elected at a Senator. In the event the sitting Senator is elected as the President of the Senate, his or her seat becomes vacant and must be filled in terms of the Electoral Act. Before commencing his or her duty as the President of the Senate, must take the oath of loyalty and office before the Chief Justice or the next most senior judge. The current incumbent is Hon Mabel M. chinomona.

The Office of the President is managed by a Director who also doubles as the Personal Assistant. The current Director is Mrs R.D. Makoni. The Office can be reached on +263 4 700181/9, extension 2165/ 2158.

TERM OF OFFICE

As provided in section 127 (8) (a) of the Constitution of Zimbabwe, the term of office for the President of the Senate is the period from the day of election up to the day when the Senate next sits after a general election.

DUTIES OF THE PRESIDENT OF THE SENATE

Besides presiding over the sitting of the Senate, the President of the Senate is also the Deputy Head of Parliament and acts as head of Parliament in the absence of the Speaker of the National Assembly. It is also the duty of the President of the Senate to ensure that the powers and privileges of the Senate are observed. Again, in the absence of the Speaker of the National Assembly, he or she chairs a joint sitting of the Senate and the National Assembly as well as the Committee on Standing Rules and Orders. He or she co-chairs the joint sittings of the Business of the Houses Committee.

DEPUTY PRESIDENT OF THE SENATE

The Deputy President of the Senate is elected from among Senators on the first sitting of the Senate after a general election in terms of section 123 of the Constitution of Zimbabwe. The election is conducted in the same manner as that of the President of the Senate. The Deputy President of the Senate also must take oath of loyalty and office before commencing duty. The Deputy President of the Senate in terms of the Senate Standing Orders is the Deputy Chairperson of the Committees who chairs the Committee of the whole House whenever the Senate converted into a Committee during Committee Stage of Bills and when considering the adverse reports of the Parliamentary Legal Committee on Bills and statutory instruments. He or she presides over the Senate in the absence of the President of the Senate or whenever called upon to do so.
